The list you use when the board is closed
Two-letter words get you out of trouble; three-letter words get you points. The difference is reach. A three-letter word can start on a tile already on the board and finish two squares away, which is often exactly where the double letter square is — and it can carry the expensive tile that makes the square worth using.
Filter by the letter you are actually stuck with. Holding a V, a U and four vowels is a common and miserable rack, and the answer is usually a three-letter word you half know rather than a long word you do not.
The ones that pay in Scrabble
ZAX is the outlier: two eight-and-ten-point tiles in a three-letter word, worth 19 at face value before any premium. JEU, QAT, ZEK and XIS each dispose of a single big tile, which is the more common problem. Every one of them is worth more than most five-letter words made of ones.
The other group worth knowing is the hooks: three-letter words that extend a word already on the board. Turning ATE into HATE or RATE with one tile scores the whole of the new word, not just the tile you added.

976 in this dictionary. That is too many to memorise, which is why the filters matter more than the list: search by the letter you are stuck with rather than reading it through.
Why three letters rather than two?
Two-letter words make parallel plays legal; three-letter words make them profitable. A three-letter word can reach from an existing tile to a premium square two spaces away, which a two-letter word cannot, and it can carry an expensive tile to that square.
Which three-letter words score most in Scrabble?
The ones built around Q, Z, J and X. ZAX, JEU, QAT, XIS and ZEK all put an eight- or ten-point tile into play in a single turn, and on a triple letter square any of them clears thirty.
